The symbol of Edo and Tokyo

Nionbashi is the name of the region at Tokyo.
This area is one of the big consumption city because there are many departments and restaurants.
Nihonbashi is not only economic city but also cultural city.
There are many culture spot and publishing company.
"Nihon" means Japan and "basi" means bridge.
There is a real bridge which is called " Nihonbashi" from Edo period.
It is the symbol of Edo and drawn in many Ukyo-e, traditional drawing of Japan.
Of course, we can always walk on the bridge anytime.
But when you come to the bridge you will notice one thing.
Yes, the big road is right above the bridge !
We can see the sky only between the roads.
Many people say it is very unfortunate and the roads must be transported under the ground to save the sightseeing.
But the other people say the roads are symbols of developing Japanese economy.
Improving logistic was very important to transport people and products quickly.
As a result, people couldn't avoid to build the roads above the bridge because the route was best.
So they say it is no need to remove the roads to the underground where people can't see.
Both opinions are opposite each other but I can't decide which is right.
